December 2011 and 2011 Annual Meeting

    Annual Meeting
  • Robert Neary was reelectd to the Board.
  • Ken Gibb's appointment to serve the remainder of Cass Dykeman's term was announced.
  • Because of increased repairs and the need to build up reserves, the monthly assessments will be increased to $100 in 2012.
  • December Meeting
  • All dryer roof vents have been inspected, but owners still need to check the vents from for clogging inside the house.
  • Ten units' gutters will be repaired at reduced cost to the owners.
  • The HOA has filed 10 small claims cases against a delinquent multi-property owner.
  • Porch railing repairs continue.
  • The community is experiencing a spate of roof leaks and window leaks. These are receiving high priority repairs.
  • For the 2012 Board, Brian B. Egan will continue as President for 2012, Robert Neary will continue as Secretary, and Ken Gibb will continue as Treasurer.
  • The City of Corvallis is reviewing tree placements near buildings after a tree caused a water main leak.

November 2011

  • The HOA is repairing water intrusion damage in several units.
  • Porch railing repairs continue.
  • The HOA is actively pursuing delinquent accounts.
  • The 2012 Budget was passed and will be reviewed at the Annual Meeting.
  • The Annual Owners Meeting is scheduled for December 6th at 7:00 PM at the Northwest Hills Community Church, 3300 NW Walnut Blvd. All owners are strongly requested to attend in person or to send in their proxies. Rescheduling due to no quorum costs YOU money!

September 2011

  • The board is discovering construction defects that are causing leaks around windows and within walls. Diagnosis and repair-planning is underway. The extent of the problem is not yet fully known.
  • Porch railing repairs (a result of bad design and original construction) are also under way.
  • Several properties are seriously delinquent in assessment payments. The Board is working with an attorney to resolve this.
  • An informational Letter to Owners is being drafted and will be sent out soon.

  • The board made its annual walkthrough of the Community.
  • Building maintenance is likely to go over budget because of problems with rotted porch railings and missing/incorrect flashing on the buildings.
  • Two ARC requests were approved.
  • One remaining water intrusion repair is still in progress.
  • The Financial Review was completed with no issues found.
  • An Executive Session [private, with no recorded minutes] was called after the meeting.

July 2011

  • Downspouts are being inspected to ensure water reaches the storm drains.
  • A property has dry rot in the porch railing. All railings will be inspected and repaired if needed.
  • The Architectural Review Committee approved a repolacement patio door.
  • Several items of exterior maintenance have been performed.
  • Water intrusion problems are being repaired in several homes.
  • One owner (of multiple properties) is $17,000 in arrears on assessments, interest, and late charges. The HOA will be consulting its attorney to determine next steps.
  • Several owners complained that properties are being rented for less than the CC&R-mandated minimum of 30 days. The HOA will consult its attorney to determine an appropriate course of action.

January 2011

  • One dryer vent becamee clogged with lint because a screen in the roof fitting was not removed during construction. This caused condensation to leak back out of the vent pipe and damage the flooring under the dryer. Owners are requested to inspect their dryer vents. All roof vents have been inspected and repaired when needed. See the Meadows Encyclopedia for more information.
  • Some foundation vents are too close to the soil, leading to the possibility of water entering the crawlspace during heavy rain. The board is soliciting proposals to install wells on all affected vents.
  • The board has increased the fee for filing a lien for unpaid assessments to $100.
  • The Association is switching from Chase Bank to Umpqua Bank.

  • 2009 Annual Meeting minutes were approved.
  • Brian B. Egan was reelected to the board, and will continue as President.
  • Monthly assessments will rise to $93 in 2011 to fund reserves.

December 2010

  • After an owner noise complaint, the Board reminded owners that speaking to the noisy neighbor is the first step, followed by calling the Corvallis Police Department.
  • An owner complained that some units appear to be leased for less than the required 30 days.
  • An owner complained that native vegetation was encroaching on her yard.
  • The Board commended Willamette Community Management for excellent service.
  • The Board authorized a site inspection to ensure adequate clearance between soil and siding/foundation vents.
  • The City is applying for a grant to maintain the pathway from Shooting Star to the Timberhill Athletic Club, and asked for MTH owners to write letters of support.
  • Moss removal from roofs will start soon.
  • There have been instances of clogged dryer vents. The Board has commissioned a to assess the extent of the problem.
  • The Board will disseminate information on the proper use of MTH's non-venting fireplaces.

October 2010

  • The board voted to increase the replacement reserves to ensure adequate funding for eventual replacement of all community roofs and the trellis in front of properties on Morning Glory.
  • To fund the increased reserves, the board voted to increase 2011 assessments by $5 per month, to $88 per month.
  • The board discussed a suggestion that it consider adopting a Code of Conduct, and decided that existing Oregon state law and the Association's Bylaws already provided adequate control and guidance.

September 2010

  • The board is considering increasing the replacement reserves (via a small increase in assessments) to ensure adequate funding for eventual replacement of all community roofs and the trellis in front of properties on Morning Glory.
  • The late fee for delinquent assessments has been changed from 30% to a flat $25.
  • The allowable locations for satellite dish installation have been increased due to problems installing heavier dishes on the eaves. See the Encyclopedia for details.
  • Residual reserve funding in the Painting account has been moved to the Roofing account.

  • ARC requests were approved for two satellite dishes and one fence.
  • The board walked through the community, taking note of problems with watering, satellite dishes being installed without ARC approval, and moss on roofs.
  • Several structure repairs were conducted since the previous meeting.

  • The Board held an emergency meeting to discuss an owner's request that the HOA accept responsibility for interior repair caused by a water leak in the building envelope. The request was approved.

  • One multi-unit owner is still significantly delinquent in assessment payments.
  • Several landscaping improvements were funded.

  • Owner comments led the board to have landscapers assess condition of shrubs and trees.
  • Chronically delinquent property manager (12 units) is still behind.

  • The board will get an updated bid on improving the irrigation along the west side of the community.

December 2009

  • Cost for repair of a defective window installation at 3153 NW Morning Glory will be shared by the owner and the HOA.
  • $40K of Association reserve will be moved to a higher yield savings account.
  • A satellite dish installation at 2887 NW Huckleberry was approved by the ARC.
  • Property managers FRH paid overdue assessments and interest on their 12 properties, and requested that late fees be waived. The Board voted unanimously to refuse the request.
  • Caulking repairs have been completed.
  • Progress is being made on getting the City to assume maintenance and irrigation for the park strip on the south side of Daylily.

  • An ARC request for screen door at 2999 NW Morning Glory was approved.
  • Caulking and "belly band" repair is being done on one building.
  • The transfer of responsibility for the south park strip from MTHHOA to the City is proceeding.
  • The draft budget for 2010 was completed; the final budget will be presented at the annual meeting.
  • Liens will be filed against a delinquent owner of multiple units.

  • Dead trees in Tract A (around catchpond on 29th) will be removed.
  • An ARC request for a screen door was approved.
  • A demand letter for payment of back HOA assessments was sent to a property management firm.
  • The Board is asking the City to take over maintenance of the grass curbside strip bordering Chepefena Park.
  • Window air conditioners are allowed if the open space in the window is blocked with an aesthetically acceptable material.
  • Owners are responsible for any roof/building damage caused by satellite dishes and other antennae.
  • The Board will get bids to repaint red fire lane curbs.

  • Sprinkler repair is complete, painting is nearly complete, and landscaping is complete except for landscaper-requested reseeding touchup.
  • Police responded to a noise complaint at 3156 Morning Glory; the board has contacted the owner.
  • $50K of reserve money will be invested in a higher interest insured account at ING.

  • Owners are encouraged to inspect plumbing feed hoses (shutoff-to-faucet, etc.)
  • Some reserve funds have been moved into an interest-bearing account.
  • Painting touch-ups are still in progress.
  • Additional overseeding will be done on some lawns.
  • The Board will publish a guidance document for satellite and other antennas.
  • The Board will fund and conduct a Reserve Study next calendar year.

  • Residents raised concerns about maintenance needs for utility boxes, mail boxes, and newly painted building parts.
  • The board will discuss digital television antennas next month.
  • Several temporary satellite dishes were erected without ARC approval, and must be moved.
  • Landscape Maintenance Bond work has been completed.
  • One leaking roof vent was discovered; other vents on that building will be checked during the repair.
  • Irrigation systems have been activated.
  • Several tenants have received warning letters from the board about trash cans being left out. The board will attempt to speak to them before imposing fines.
  • The board authorized $902 for irrigation repairs and up to $1680 for grass overseeding.

  • The delinquent owner is responsible for all fees.

  • The landscape bond issue continues; the board met with an attorney to clarify our position.
  • The 2009 budget was approved. Assessments will rise from $80 to $88 per month.
  • The Annual Meeting will be on Monday, December 15.

  • There have been some owner/resident complaints about the delays in finishing the painting.
  • The owner and resident of 3111 NW Shooting Star have been notified that the disabled vehichle in the driveway will be towed if it is not removed.
  • K&F's (the developer of MTH) landscape bond is expiring; there is a dispute between K&F on whether the bond or the HOA should pay for items cited by the City in the expiration notification. The HOA is consulting an attorney.

  • Front door painting was started.
  • A claim for power washing damage will be investigated by DLS Associates.
  • The board agreed to pay DLS Associates extra for time required by difficulty in scheduling front door painting.
  • K&F have requested their landscape bond to be released by the City; MTH feels they haven't yet fulfilled their responsibilities.

  • TruGreen is our new landscape contractor.
  • Corner protection will be installed in one of the alleys.
  • The sign and bushes damaged by a car will be repaired at owner expense.

  • David Graetz asked the Board to consider xeriscaping some of the common areas and allowing owners to do the same to their own yards. An investigation committee will be formed in the Spring.
  • Recycling baskets will be converted to a large container early in the year. Residents are concerned about the space required to store them indoors. An investigation committee will be formed in the Spring.
  • An ARC request for 3153 NW Morning Glory is being considered.
  • All scheduled buildings may not be painted before the new year, because of bad weather.

  • City Councilman David Hamby affirmed that he's here to help HOAs.
  • Adding a screen door or changing front door color requires ARC approval.
  • All owners have been sent a letter on the satellite dish approval and installation process.
  • The HOA is changing to Farmer's Insurance for better rates for improved coverage.
  • A past owner has been sent a payment demand letter for removal of an improperly installed satellite dish.
  • The next few meetings will not be held on the usual second Monday of the month. New dates are being discussed and will be posted.

  • Landscaping without ARC permission at 3155 NW Shooting Star requires a retroactive submission.

  • The water intrusion inspection company has still not responded to a request for bids.
  • An abandoned truck on Shooting Star was reported to the Corvallis Police Department.
  • A pet waste station will be added to the east end of the park.

  • The Meadows' web site has changed hosts, saving $16 per month.

  • Noise issue at 3173 Foxtail was addressed by the tenant, who assured the Board that problems were over.
  • DLS Associates is tagging trash cans and recycle containers left in plain sight. Repeat offenders could be fined.
  • Appearance issues at 2865 Daylily were discussed, and a warning letter was sent. Situation has since improved.

Special 'Catch-up' Meeting

  • The laminate flooring in all Meadows at Timberhill homes is susceptible to water damage. Keep it dry! (More information will appear in The Encyclopedia shortly.)
  • The Board is enforcing the CC&R requirement to keep trash cans, recycling containers, and yard waste containers out of site. Containers in violation will be tagged and tracked. (This is in response to numerous resident complaints.)
  • Owners of 2865 NW Daylily have been contacted because of repeated appearance complaints.
  • Fence at rear of 2979 NW Morning Glory was found to be in compliance with ARC approval.
  • Bark dust application by Cedar Crest deemed to be acceptable.
  • Owners have been contacted about party noise issues at 3173 NW Foxtail.
  • 2006 Budget was completed and approved. It will be posted on the web site soon.
  • The Board affirmed that water bills are the responsibility of the homeowner, even when water usage is the result of irrigation failure.
  • A contractor will be hired to place zinc anti-moss strips on susceptible roofs.
  • The agenda for the Annual Meeting on November 14 was confirmed.

October 2005

  • 3187 Shooting Star residents and property managers helped develop an improved problem resolution process for the Meadows HOA. Issues related to that particular property were resolved to the Board's satisfaction.
  • Tract A (catch pond on 29th) was cleared of vegetation and outlet pipe was repaired. (No cost to The Meadows.)
  • Noise complaints were raised about 3173 Foxtail. Residents had been repeatedly contacted by other residents and people from outside The Meadows, and had received at least three police visits. Their property manager was at the meeting, and will take action.
  • The matter of anonymous complaints was discussed, and a process for dealing with them was developed in collaboration with residents and property managers in attendence. It will be posted on the web site.
  • Resident/owner of 3155 Shooting Star agreed to comply with CC&Rs related to pet waste.
  • Preliminary budget discussion was held. Budget will be finalized on 10/24 special meeting, and presented to owners at the Annual Meeting 11/14.

  • ARC concern about lack of 'good neighbor' fence design at 2979 Morning Glory. DLS Associates will research.
  • Bark dust application by Cedar Crest Landscaping was not done consistently. DLS Associates will contact Cedar Crest to ask for work to be completed properly.
  • Reserves are now fully funded.
  • Landscaping contract is up for renewal. DLS Associates will solicit bids for decision at October Board meeting.
  • Of the $891 the Board had billed them for miswritten checks, debris removal, bank errors, and problem correction time, NWCM paid $50. The Board will pursue $231 via from another avenue. Small Claims Court would not be worth the risk and cost. Matter closed.
  • Tract A (catch pond on 29th) vegetation is too high. Brian will call Pahlisch Homes, since Park at Timberhill and Meadowridge II developers are responsible for it.
  • The Board can only address pet waste problems in The Meadows itself. Adjoining trails and property are outside our jurisdiction.
  • Laminate flooring may be susceptible to water damage. Tamina will investigate.
  • Garbage cans and recycling containers must be stored inside the garage, per the CC&Rs. DLS Associates will notify all.
  • Problem resolution process: 1) Try to talk to the other party in person. 2) If it's a law violation, contact the police or the City agency. If not, contact the Board, who will first attempt to mediate the dispute amicably, and who will take action as necessary. More discussion will be needed next meeting.
  • Residents and owner of 3187 Shooting Star will be invited to next meeting to discuss noise and pet complaints.
  • Owner/resident of 3155 Shooting Star has received formal letter regarding pet waste.
  • Board authorized DLS Associates to use a high degree of autonomy in resolving landscaping and exterior maintenance issues.
